Approval of Contract and Issuance of Purchase Orders for Group Relamping and Selective Luminaire Replacement (B)
Explanation
In order to improve the efficiency and reliability of the streetlight luminaires installed throughout the electric distribution system, a cyclical maintenance schedule has been defined. The maintenance work will include replacing the lamp and photocell, cleaning the lens, and verifying proper operation of the luminaire. Non high-pressure sodium and non-cutoff luminaires will be replaced rather than maintained. Luminaires installed along arterial and major collector roadways will be addressed during the balance of this fiscal year and next fiscal year. The work in subsequent years will focus on luminaires installed along the remaining roadways and neighborhoods. Staff will determine the work priority, contractor work schedule, and will coordinate with the Public Works Department to implement specific lighting improvements.
Staff has determined insufficient internal resources are available to perform the needed maintenance work. In addition, this work can be performed more cost effectively by a contractor. Invitations to bid for the Group Relamping and Selective Luminaire Replacement Contract were sent by Utilities Purchasing to five (5) prospective bidders with three bidders responding. The bids were evaluated on price, references and experience in related work. A tabulation of the bid evaluation is attached for your reference.
Recommendations
The City Commission: 1) authorize the General Manager or his designee, to execute a five-year contract with Carr Electrical Technology, Inc. (CETI) to relamp, maintain, or replace streetlight luminaires installed throughout the electric distribution system, subject to the approval of the City Attorney as to form and legality and 2) approve the issuance of purchase orders to Carr Electrical Technology, Inc. in amounts not exceeding budgeted amounts for this work, subject to th...
