Window Signs
Explanation
The City Commission has requested that the Community Development Department address the issue of illegal window signage, noting that enforcement of window signs needs to begin. Staff requests this opportunity for a presentation to discuss the scope of enforcement that will be involved and to consider, prior to limitation of enforcement, adding a provision to the code allowing a small amount of window signage beyond the current code provisions.
Over the years, the City has not actively enforced its sign ordinance as it relates to signs in the windows of businesses. The sign ordinance is fully enforced at this time, except with respect to window signs. Staff has reviewed sign ordinances from other cities, both to compare the terms of ours to others in general, and particularly with respect to window signs. It is staff's opinion that regulation similar to Tallahassee's or Boulder's may be appropriate for inclusion in our own Land Development Code prior to initiation of enforcement. In Tallahassee, window signs are exempt from sign provisions if they advertise goods and services available within the building, and collectively cover 20% or less of the window glass surface area. In Boulder, window signs are exempt from sign permits if they are not more than four square feet in area and are placed no more than 25 feet above finished grade, if the total area of the sign is less than 25% of the window area and does not exceed 25% of the total allowable sign area for the building or unit.
