Explanation
The owner of a property located at 612 SW 5th Terrace, located in the Porters Neighborhood, submitted a request to the City of Gainesville via the Code Enforcement Division to reduce an administrative cost lien the city levied against parcel #13377-000-000. Between 2003 and 2006, the Code Enforcement Division corrected three hazardous lands violations that were on the property under Chapter 16 of the Code of Ordinances. The abatement of the violations was completed using General fund dollars allocated to the hazardous lands abatement program. The cost of the abatement remained unpaid by the property owner and a lien for the cost of the abatement was placed on the property. In this case the lien is an administrative lien which was placed on the property to recover the General fund dollars used to abate the nuisance on the property. After the lien was in place the property was purchased by the current owner without the city's lien being satisfied.
The lien on 612 SW 5th Terrace is $3,571. 2010 taxes for parcel #13377-000-000 totaled $100.29 with the City of Gainesville's portion totaling $17.87. Until recently the property was vacant however a residential development project is currently underway on the property. The taxable value is likely to increase once the structure is completed.

The lien in place on parcel #13377-000-000 is an administrative cost lien to reimburse the city for the abatement of a hazardous land. $3,571 of the city's General fund was used to complete the abatement.
Recommendation
The City Commission: 1) receive a request from the owner of 612 SW 5th Terrace for the reduction of the administrative lien placed on parcel #13377-000-000; and 2) deny the request.
