recommendation
The City Commission 1) receive a report from the Community Development staff and a consultant addressing blighted conditions in the proposed expansion area; 2) receive public input; and 3) adopt the proposed resolution
 
explanation
In early 2004, College Park/University Heights (CPUH) Advisory Board and the Community Redevelopment Agency discussed the possibility of expanding the CPUH district boundaries to the south.  In August 2004, the City and Herbert-Halback, Inc. (HHI) executed a contract for HHI to conduct a Blight Finding Report and Redevelopment Plan Update for the College Park/University Heights District.  The contract called for HHI to conduct a blight findings study on the area bounded by Depot Avenue, 6th Street, 16th Avenue, and 16th Street.  The east and west boundaries of the study were later changed to Main Street, respectively.
 
The resolution finding blight is the first step necessary to expand the CPUH redevelopment area to include the subject property, which will allow the property to generate tax increment funds to assist in rehabilitating and redeveloping the area.
