A RESOLUTION AMENDING AND RESTATING IN ITS ENTIRETY THE CITY COMMISSION RULES OF THE CITY OF GAINESVILLE, FLORIDA, IN ORDER TO ALLOW A COUNTY COMMISSIONER TO SERVE AS A MEMBER OF THE REGIONAL UTILITIES COMMITTEE; PROVIDING A REPEALING CLAUSE AND PROVIDING AN EFFECTIVE DATE.

explanation
On February 21, 2013, the City Commission referred to the Audit, Finance and Legislative Committee the issue of county participation on the Regional Utilities Committee (the "RUC"). At its meeting on September 25, 2013, after discussion and public input, the Audit, Finance and Legislative Committee decided to recommend to the City Commission that it allow a member of the County Commission to serve as a member of the RUC. The RUC is a standing committee created by the Rules of the City Commission, it is not created by the City Charter or the City Code. The Rules of the City Commission are adopted by Resolution. This Resolution amends and restates the Rules in their entirety in order to include the necessary amendments in Rule VI that will allow a County Commissioner to serve as a member of the Regional Utilities Committee.
