Explanation
This item is a request for the City Commission to approve the third amendment to the Interlocal Agreement between Alachua County and the City of Gainesville for Recycling Processing extending the term through FY22.
Alachua County has processed and marketed the City’s curbside recycling since 2014 at the County’s Material Recovery Facility at the Leveda Brown Environmental Park. The City Commission originally approved the Interlocal Recycling Processing agreement in 2019 with the option to extend term for additional one-year periods under the same terms and conditions. The First Amendment extended the Agreement through FY20. The Second Amendment extension expired on September 30, 2021.
Costs and revenues from the contract are dependent on the average price of recyclables marketed by Alachua County. Recycling processing is provided to the City on a sliding scale. When the average market value is $139.99 per ton or less, the City pays the County for processing. When the average market value is $150.00 per ton or greater, the County provides revenue to the City.
The Alachua County material recycling facility is the only dual stream recycling processing facility in the area.

Fiscal Note
Funding in the estimated amount of $50,000 is budgeted in FY22 Solid Waste Fund Account.
Recommendation
The City Commission: 1) approve the Third Amendment to the Interlocal Agreement between Alachua County and the City of Gainesville for Recycling Processing though September 30, 2022; and 2) authorize the City Manager, or designee, to execute the appropriate contract documents subject to approval by the City Attorney as to form and legality.
