On June 4, 2012, the City was served with a Summons and Complaint filed by Stephen Locke in Federal Court. The Plaintiff alleges that he is a victim of false arrest, false imprisonment, and malicious conduct which occurred in 2009. He claims to have sustained economic injuries, pain and suffering, embarrassment, humiliation, mental anguish, loss of earning capacity and the capacity for the enjoyment of life. Plaintiff is seeking compensatory damages, punitive damages, and attorney's fees and costs.
