Development of a City-wide Premium Transit Service Map and Report (NB)

This item is a request for the City Commission to allow staff to develop a city-wide premium transit service map and compile a report that includes a definition of premium transit services and possible future funding streams to enhance existing and future transit service.

Explanation
A workshop to discuss mobility strategies focusing on transit services was held on October 19, 2009. Presentations were given by the Metropolitan Transportation Planning Organization (MTPO), staff from the City of Gainesville Public Works Department, the City of Gainesville Planning Department, and the Regional Transit System (RTS). Information at the workshop included maps and updates on the MTPO 2035 Long Range Transportation Plan, the RTS Transit Development Plan approved by the City Commission, and the Bus Rapid Transit (BRT) study. The status of the City's Evaluation and Appraisal Report was also discussed. Additionally, workshop discussions included the need for development of a premium transit service map, a report to define such services, and possible future funding sources for transit services. Further action on these items requires direction from the City Commission.

Recommendation
Recommended Motion:  1)  The City Commission direct staff to prepare a map of a city-wide network of premium transit routes that a) prioritizes the BRT feasibility study preferred corridor, and b) includes a route that is appropriate for streetcars connecting downtown, the University of Florida campus, and Shands Hospital; and 2) prepare a description of premium transit that addresses details such as level of service, vehicle type, required support and maintenance facilities; and 3) report to City Commission on possible future funding to enhance existing transit service and develop new premium transit service.
