Award of Bid for Construction of Regional Transit System (RTS) Employee Parking Lot (B)
Explanation
On July 19, 2004, the Purchasing Division solicited proposals for the construction of a Regional Transit System (RTS) employee parking lot from five hundred thirty seven (537) potential bidders. A total of four (4) bids were received. After evaluation of the bids, staff recommends award of the contract to R.E. Arnold Construction.
RTS' current facility was designed for a 40-bus operation and approximately 70 employees. To date there has been no major modification to this facility even though the fleet number has increased from 43 buses in 1996 to 104 buses in Spring 2004 and the number of employees went from 80 employees to 210. Internal operations and maintenance problems are occurring due to the lack of space. Expansion of the employee parking lot facility is needed to accommodate all employees and to improve facility operations and maintenance activities.
Fiscal Note
Funds are available in the RTS FY2004 Budget. Florida Department of Transportation (FDOT) Urban Capital funds (50% of total cost) and local funds (50%) will be used to pay for this project.
Recommendation
The City Commission: 1) approve the award of the bid to R.E. Arnold Construction for the Construction of a Regional Transit System (RTS) employee parking lot; and 2) authorize the City Manager or his designee to execute a contract with R.E. Arnold Construction in the amount of $246,386.
