Solid Waste Analysis Update (B)
Explanation
The Office of Equity and Inclusion will provide an update on recent events surrounding the available data on solid waste and determine next steps. In collaboration with the City Manager’s Office, Solid Waste, Office of Strategic Initiatives and the Department of Technology and Innovation, it was determined that the process would be to (1) develop the data set that will be used; (2) if sufficient data exists, analyze to determine if the Pay-As-You-Throw (PAYT) system in place is inequitable; (3) if the data demonstrates that PAYT system is determined to be inequitable, develop solutions; (4) if there is not sufficient data, that will be reported to the Commission; and, (5) if the PAYT system is equitable, that will be reported to the Commission.
The OEI was provided three data files. The first file, provided by the Office of Strategic Initiatives, contained data on the City's annual survey about satisfaction with refuse pick up. The last two files were provided by the Department of Public works and mapped by the Department of Technology and Innovation. These files contained locations of cart sizes across the city along with the amount of tonnage by tipping fee. It was determined by the Office of Strategic Initiatives and the Departments of Technology and Innovation and Public Works that there is insufficient data to submit to OEI to determine if the existing PAYT is inequitable at this time.

Recommendation:
The Department recommends assessing possible means to start collecting data that may support an analysis regarding trash and recycling and that the Department reassess this topic when sufficient data is available.
