Recommendation:

The City Commission refer to staff to:  1) Identify alternatives for code enforcement with respect to overgrown properties, trash and debris in the Fifth Avenue Neighborhood; 2) that the cost of cleanup be added to the property owner's GRU bill; and 3) bring back to the City Commission before taking any action.
