Annual City-wide Contracts for Temporary Personnel Services (B)
Explanation
Invitations to Bid were sent to seven local firms specializing in temporary personnel services. Six firms responded with billing rates for the job classifications included in the Invitation based on their capability to provide those classifications.
The bid specifications provide for the award of primary and secondary contracts, as historically the City has required more than one contract to meet General Government and GRU temporary personnel service needs. The bids were evaluated based on price and qualifications (experience and job classes provided). A copy of the evaluation is attached for your reference.
Based on the current labor market and the historical data, staff feels it is in the City's best interest to enter into one primary contract and two secondary contracts. The secondary contracts will be utilized when the primary contractor is unable to supply the required services based on availability of those services.
Recommendations
The City Commission: 1) authorize the General Manager and City Manager or their designees to execute contracts with (a) Temp Force, as the primary provider for temporary personnel services and (b) Manpower and Norrell as the secondary, backup providers; and 2) approve the issuance of purchase orders in amounts not to exceed the budgeted amounts for these services for the balance of Fiscal Year 2000, subject to the approval of the City Attorney as to form and legality.
Fiscal Note
Funds for these services are included in the department budgets.
