Agreement with Human Services Associates, Inc. (HSA) to Provide Security at the Juvenile Assessment Center (B)
Explanation
This Agreement is to defray the security costs for the operation of the Gainesville Regional Juvenile Assessment Center (JAC) for the period October 1, 2004 through September 30, 2005. The JAC serves twelve counties and is utilized by the Gainesville Police Department as well as a number of regional law enforcement agencies. GPD has utilized this facility to refer or drop off approximately 900 juveniles per year. Funding from the City of Gainesville, the Alachua County Sheriff's Office, and other regional jurisdictions facilitate the 24-hour, 7-day per week security services that enable the JAC to receive clients on an around-the-clock basis.
The Florida Department of Juvenile Justice pays for screening costs related to the JAC. Previously, the Department of Juvenile Justice subcontracted with Human Services Associates to provide security for the JAC; however, the State now considers the funding of security to be a local issue and no longer funds JAC security. This agreement provides for the City of Gainesville to pay its share of security services for the JAC at a cost not to exceed $90,000. It also allows for termination of the contract with Human Services Associates, Inc. should the agency no longer be a subcontractor of the Department of Juvenile Justice to provide security services.
Fiscal Note
Funding of up to $90,000 for this agreement is available in the City's FY 05 budget, Juvenile Assessment Center account.
Recommendation
The City Commission: 1) authorize the City Manager to execute the agreement with Human Services Associates, Inc.; and 2) authorize the issuance of a purchase order in an amount not to exceed $90,000 for this agreement.
