Explanation
At the January 6, 1998, meeting, the CRA heard a presentation from outside counsel, David Cardwell, concerning whether or not the CRA should retain the New Construction Incentive Package. While Mr. Cardwell indicated the incentives could continue in place, he recommended strengthening the redevelopment plan's support of the new construction incentive programs, and also revising those programs.
The CRA expressed a desire to retain the New Construction Incentive Package, and directed staff to begin the steps necessary to create a stronger legal foundation by way of enhancing the supporting language in the redevelopment plan.
The redevelopment plan amendment process has included a review and recommendation for approval by the Downtown Redevelopment Advisory Board on February 5, 1998, review and recommendation for approval by the CRA on February 16, 1998, and review and finding of consistency with the Comprehensive Plan by the Plan Board on February 19, 1998. The last step in the process is City Commission adoption by resolution.
The draft amendments to the redevelopment plan (adopted by resolution) include language more thoroughly describing specific redevelopment goals, and provide a stronger basis for specific incentive programs, projects, and expenditures of tax increment revenues. Language proposed to be deleted is shown by strike through, and language proposed to be added is shown by underlining. A copy of the plan is on file in the Clerk's Office until March 9, 1998, and will be on file in the CRA Manager's Office thereafter.
