Explanation
On July 8, 1996, The City Commission approved the Inter-Agency Agreement for a Joint Aviation Unit between the Alachua County Sheriff's Office and the City of Gainesville's Police Department. On October 21, 1998, the Alachua County Sheriff's Office and the City of Gainesville's Police Department entered into the first amendment to the Inter-Agency Agreement. The amendment allows for the shared cost of a mechanic for the Joint Aviation Unit. Funding for the shared cost is based on one-half of a fiscal year's hangar lease and one-half of the mechanic's annual salary at a cost not to exceed $25,000.

Funds for this expenditure ($24,630.96) are available in the Federal Law Enforcement Contraband Forfeiture Trust Fund account and is allowable per Federal 21 U.S.C.ยง 881, found in the U.S. Department of Justice "A Guide to Equitable Sharing of Federally Forfeited Property for State and Local Law Enforcement Agencies." The balance in this account is $39,600.
Recommendation
The City Commission approve the appropriation of $25,000 from the Federal LECFTF account and authorize the issuance of a Purchase Order to the Alachua County Sheriffs Office in this amount for costs associated to the hangar rental and mechanics salary of an amount not to exceed $25,000.00 for the third year funding for fiscal year 1999 for the Joint Aviation Unit.
