Explanation
The Duval stormwater park concept was identified in the 2001 CRA East Gainesville Redevelopment Plan as a means to revitalize this Florida Front Porch Neighborhood.  Stormwater runoff from revitalization projects will be directed to the proposed stormwater park.  The park will provide neighborhood residents with passive recreation and environmental education opportunities.  The project will also improve water quality in Newnan's Lake.  The Florida Department of Environmental Protection has classified Newnan's Lake as an impaired water body. The 26-acre Duval stormwater park site is in the process of being purchased with financial assistance from the Florida Communities Trust.  The next phase of the project will be to develop construction plans and the Environmental Resource permit application for the stormwater pond and stormwater collection system modifications.
 
Fiscal Note
The total design cost is $84,470 and will be covered by revenue from the Stormwater Utility Fund.
 
Recommendation
The City Commission authorize the City Manager or his designee to issue a purchase order not to exceed $84,470 to Jones Edmunds and Associates, Inc. based on the scope of work dated May 12, 2004 as allowed under the existing contract for Water Resource Engineering Services.
