Title
HVAC Replacement - Kanahapa Water Reclamation Facility (B)
Explanation
The air-conditioning systems at the Kanapaha Water Reclamation facility are near the end of their useful lives. These systems are subject to a corrosive environment and require special treatment to assure sustained and reliable operation. Air pressurization problems in the laboratory area result in high-energy use and uncomfortable conditions. It is time to replace this equipment with systems specifically designed to operate in an industrial environment.
Utilities Purchasing sent a Request for Proposal (RFP) to four contractors capable of supplying the system specified by GRU. One of those solicited, Poole Roofing & Sheet Metal did not respond. A second, Thompson Sheet Metal provided a proposal that was deemed non-responsive because it did not meet the material requirements of the RFP. The two remaining responders were evaluated using the criteria established in the RFP. A tabulation of the scoring is attached for your reference.
Recommendations
The City Commission:
1) Authorize the General Manager or his designee to execute a contract with MMS Mechanical Services, Inc., for replacement of the air-conditioning system at the Kanahapa Water Reclamation Facility, subject to the approval of the City Attorney as to form and legality; and
2) Approve the issuance of a purchase order to MMS Mechanical Services, Inc., in the amount of $91,836.
Fiscal Note
Funds for this expense are included in the proposed FY 2002 Utilities operations and maintenance budget.
