This is a request for the City Commission to approve an amendment for reallocation of CDBG funds for the Public Works Department S.E. 12th Street-University to S.E. 2nd Avenue Reconstruction Project.

Explanation
An amendment to the FY 2008-2009 CDBG and HOME Annual Action Plan is required to permit the reallocation of project funds from the Duval Storm Drainage project to the S.E. 12th Street-University to S.E. 2nd Avenue Reconstruction Project. The Duval Storm Drainage project has been under way for several years and the Public Works Department has not secured adequate funds from other sources with which they can complete this project. As a result, this reallocation of funds will reduce the cumulative CDBG funding that has been budgeted in the current and previous program years for the Duval Storm Drainage Project by an amount up to $624,000 to fund the S.E. 12th Street-University to S.E. 2nd Avenue Reconstruction Project.

Public Works staff presented this proposed amendment to the Citizens Advisory Committee for Community Development (CACCD) on September 16, 2008 and the CACCD has recommended approval. In addition, staff has published a notice of the proposed amendment to the City's Annual Action Plan in the Gainesville Sun newspaper on September 6, 2008 for public notice and comment. No public comments were received for this amendment. This amendment to the CDBG and HOME Annual Action Plan will formalize the re-allocation of CDBG Program funds within the Public Works Department budget to fund the S.E. 12th Street-University to S.E. 2nd Avenue Reconstruction Project.

Fiscal Note
None. There is no net fiscal impact to this proposal. The CDBG funds will be reallocated within the Public Works Department budget from funding that has been budgeted in the current and previous program years for the Duval Storm Drainage Project to fund the S.E. 12th Street-University to S.E. 2...
