Title Federal Transit Administration Grant Application for FY 1999 Formula Assistance Explanation The Florida Department of Transportation (FDOT) has completed its allocation of federal formula funds for all urbanized areas under 200,000 in population. By federal formula Gainesville is eligible to receive $1,124,346 for FY 1999, however, FDOT has made available $1,533,393 in federal formula funds for FY 1999. FDOT was able to allocate additional funds to us, because some urbanized areas under 200,000 in population do not use all of their federal formula funds. Among the projects that staff is proposing is a project to retrofit 19 buses with wheelchair lifts. The buses to be retrofitted with wheelchair lifts are 1989 Orions which have a minimum useful life of 12 years. Other projects include funding for upgrading RTS's radio system to the new GRU sponsored 800 MHz trunking system, funding for additional passenger shelters and passenger information displays at major bus stops, two additional used lift-equipped buses, two new support vehicles to replace overage vehicles, and major spare parts for buses, shop and office equipment. Fiscal Note The amount of federal operating assistance is already budgeted in RTS's FY 1999 budget. The capital projects do not require any local share, since FDOT Tollroad Revenue credits will be used as match. The capital projects will be 100% federal share as a result of this action. Recommendation The City Commission: 1) approve the resolution authorizing the filing of an application with FDOT; 2) authorize the Mayor and Clerk of the Commission to execute the Resolution, subject to approval by the City Attorney as to form and legality; and 3) authorize the City Manager, or his designee, to file the grant application pending approval by the City Attorney as to form and legality.
