Emergency Management Preparedness and Assistance Competitive Grant Application For Emergency Trailer Equipped with Barricades and Signs (NB)

 

Explanation

The State of Florida, Department of Community Affairs, Division of Emergency Management, has announced funding availability from the Emergency Management Preparedness and Assistance Program.  The City of Gainesville Public Works Department would like to apply for $50,000.00 under the Municipal Competitive Grant Program.

 

Grant funds would be utilized to purchase a trailer and equipment to outfit the trailer.  This equipment will include pre-fabricated portable routing and warning signs as well as emergency barricades.  The pre-fabricated portable signs will meet the FDOT requirements for warning and guide signs.  This will allow the City to quickly respond to emergencies and rapidly implement an emergency traffic management plan.  A Public Works truck will be utilized to pull the emergency trailer.

 

The grant regulations permit any funds applied for or received by the applicant for the proposed project or a similar project to be identified as match.  As a Public Works Department vehicle is being replaced and its replacement has been identified to be used to tow the emergency trailer, the acquisition cost is used as in-kind match.

 

Fiscal Note

The project is valued at $80,000.00.  This is the sum of $50,000 in grant funds (a one-time award) and $30,000 in-kind match, budgeted amount for the replacement of a truck in the Public Works Department FY 2000-2001.

 

Recommendation

The City Commission authorize the City Manager, or his designee, to 1) apply to Emergency Management, Preparedness and Assistance Trust Fund Competitive Grant Program for $50,000.00, and if awarded; 2) execute the grant agreement, pending review by the City Attorney as to form and legality.
