Explanation
The City of Gainesville is seeking to ensure equity in its procurement. The City currently operates a small business program that includes outreach, training, education, direct solicitation of bids, and price preferences for certified small businesses. The City’s Procurement department released a Request for Proposal (RFP) on December 3, 2020, with the intent to select a qualified firm to provide professional services in conducting a disparity study.
The selected firm will be responsible for assisting the City with assessing whether there are disparities between the utilization of minority- and women-owned businesses (MBEs and WBEs) in City procurement and the availability of MBE/WBEs even with the small business program in place.
Fiscal Note
Funds were reserved from the Office of Equity and Inclusion Budget in the amount of $300,000. The total cost for the study is $298,550
Recommendation:
The City Commission: 1) approve staff’s recommended ranking of the firms; and, 2) authorize the Office of Equity and Inclusion designee to negotiate and execute a contract and any related documents with Griffin & Strong P.C. subject to approval from the City Attorney as to form and legality.
