Application to Florida Department of Environmental Protection 319 Grant Program for the Duval Stormwater Park Project (NB)
Explanation
The acquisition of 26 acres for the Duval Stormwater Park will be completed within the next several weeks. Design of the stormwater facility is in progress; however, funding assistance is needed before construction can begin. The Florida Department of Environmental Protection (FDEP) 319 grant program provides stormwater facility construction assistance.
The Duval Stormwater Park will provide recreation and environmental education programs to area residents. The park will also facilitate redevelopment in the neighborhood and improve water quality. The Florida Department of Transportation is participating as a cost share partner in order to support Total Maximum Daily Load (TMDL) pollution reduction goals established for Newnan's Lake.
Fiscal Note
The FDEP 319 grant request is for $500,000. The Florida Department of Transportation is participating as a cost share partner by contributing $300,000. The City match will not exceed $500,000. The City match source will be the Stormwater Utility fund.
Recommendation
The City Commission: 1) authorize the City Manager or designee to submit a FDEP 319 grant application for design and construction of the Duval Stromwater Park facilities; and 2) authorize the City Manager to execute all other related documents related to the FDEP 319 grant, if the project is funded.
