GRU Administration Building Parking Lot (B)
Explanation
On June 8, 2000, Downtown Redevelopment Advisory Board (DRAB) heard a presentation from GRU representative Pat Moore. Ms. Moore explained that four items should be addressed before the GRU administration building parking lot was opened to after hours parking: 1) cleanup of lot; 2) liability; 3) appropriate signage; and 4) arrangement with a towing company to remove cars before GRU employees arrived for work. The Board felt that it would be beneficial to explore the opportunity for additional parking downtown after business hours.
On June 19, 2000, the CRA heard a presentation from the Interim CRA Manager and GRU representative Karen Johnson. The CRA approved the DRAB recommendation.
On July 10, 2000, the City Commission approved a motion to recommend that the GRU employee lot at Southeast 3rd Street and 4th Avenue be made available for public parking on evenings and weekends, that staff investigate the cost of signage, the additional cost of insurance (if required), lot maintenance and any other anticipated costs; and that staff bring costs and proposed terms back to the City Commission for further consideration.
Staff has explored the issues, and determined that the signage will not exceed $500. Risk Management has determined that no insurance cost will be involved since the City self-insures such situations. Staff recommends that the CRA assume maintenance of litter cleanup on the lot. (GRU will continue landscaping maintenance responsibility.) GPD will serve as the contact on towing queries from the public.
Fiscal Note
The CRA, through the downtown tax increment will fund the litter maintenance. Signs are proposed to be funded by City Commission Contingency, not to exceed $500.
