This item seeks approval of the City of Gainesville Strategic Plan for Fiscal Years 2011 and 2012.

Explanation
The strategic planning and goal setting process for Fiscal Years 2011 and 2012 was initiated in January 2010 with the City Commission Strategic Planning Workshop. The purpose of this workshop was to provide the City Commission with informational briefings on the economic forecast and the City of Gainesville's projected financial condition over the next five years. During the retreat, Commissioners provided feedback and guidance on priorities and key policy issues.

The goal setting process was augmented with the addition of a second workshop in June 2010 to establish goals for the year that would serve as a guideline for resource allocation and construction of the Strategic Plan. During the retreat Commissioners discussed their specific visions for the future of the City of Gainesville, as well as the internal and external factors that may impact the city in the next five to ten years. The participants then assessed the strengths, weaknesses, opportunities and threats facing the city. Based on these discussions, the elected officials developed a set of goals and initiatives for the upcoming years.

These initiatives were adopted in August 2010, when the selection of Sponsoring Commissioners and Committee Referrals took place. Since this time, staff has collaborated to develop two-year action plans to accomplish the City Commission initiatives through the most cost-efficient allocation of resources. Development of the action plan is just the first step to the success of an initiative; the definition of critical success measures sets a clear vision and enables benchmarking of progress.
