Prorating Landlord Permit Program Fees (B)
 
Explanation
Landlord Permits are required for single-family properties that are rented in the City of Gainesville.  Permits are issued based on an annual cycle which spans August 1st - July 31st.  The initial fee for permits issued during the 2010-2011 cycle is $195.  Currently the $195 fee is charged regardless of when the permit is obtained during the annual cycle.
 
The issue of prorating landlord permit fees was brought up at the January 12, 2010 Community Development Committee meeting during discussion of item #080579 - Landlord Licensing Late Fees.   Staff has prepared four options for consideration including:  leaving the existing Landlord Permit fee structure as is; prorating the fee monthly; prorating the fee quarterly; and prorating the fee by 50% after the initial 6- months of the permit cycle.  The memo included as back-up provides additional information on each option including staff recommendation.  Staff is recommending prorating fees semiannually.  This option can be implemented with minimal fiscal impact to the city and therefore would not cause an increase in the calculation of the landlord permit fee.
 
Fiscal Note
The difference in revenue from the current program which does not include a prorated fee option would be dependant on the option selected.  The current fee calculation is not dependant on when a landlord permit is obtained so any prorated option will have a negative fiscal impact.  
 
Recommendation
The Community Development Committee:  1) review staff's options and discuss the issue of prorating the Landlord Permit fee; 2) determine the appropriate course of action; and 3) refer the final decision to the City Commission for consideration.
