(Quasi-Judicial) Special Industrial Use Permit, Wellfield Special Use Permit, and development plan review for construction of an asphalt plant located at 7605 NW 13th Street. (Petition 30WSU-01CC) (B)
Explanation
The Plan Board considered a request to approve a Wellfield Special Use Permit and associated development plan on April 19, 2001. By a vote of 3 to 2, the Plan Board recommend denial of Petition 30WSU-01 CC. On May 14, 2001, the petition was stricken from the City Commission Agenda in deference to a temporary moratorium on building permits, zoning permits, site plan approval and any other official action of the City of Gainesville permitting or having the effect of permitting certain industrial development or use on real property located in whole or in part within the "1-1: Limited industrial district" and the "I-2: General industrial district" of the City of Gainesville.
The moratorium no longer applies to the subject development and, therefore, a similar petition is now before the City Commission for consideration. The present petition will require consideration of a special use permit as required by Sec. 30-70 of the Land Development Code and consideration of the wellfield special use permit, as well as approval of the associated development plan.
The original project included both an asphalt batch plant and a concrete batch plant. The present petition does not include a concrete batch plant but does include an asphalt drum mix plant. The proposed plant is located on a 49.64-acre parcel located at 7605 Northwest 13th Street. The proposed asphalt plant will occupy five acres immediately east of the rock distribution site and will share the existing driveway to US 441 and existing stormwater management basin. Utilities are available to the site. The Technical Review Committee has reviewed the revised development plan and recommends approval with conditions.
