Amendment to Contract for Professional Consulting Services - East Gainesville SPROUT Project (B)
Explanation
This amendment is for additional consultant work related to contaminate data gathered, analyzed, and reported for the "SPROUT" project, for site analyses of the Rinker leased area of City land and the MCB Oil Co. site. This amendment includes additional budget adjustments deemed necessary to completing the work in a timely manner and to adjust for labor rate increases. The supplemental site investigation plans (original and 2nd supplement) required field work, lab analysis, and reports on the activities as well as extensive work on responding to comments by oversight entities. A large portion of that work was beyond the original scope of services. This amendment includes site environmental investigations for Rinker and MCB Oil Co. This work is necessary to determine if other environmental issues exist on those sites that might need further investigation and possible remediation. Included is an allowance for consultant work on the MCB Oil Co. eminent domain proceeding. Other adjustments are included for transportation related issues and labor increases that have occurred since the original contract in December 1999.
Fiscal Note
This amendment will provide for a total increase amount of $456,540. Gainesville Regional Utilities will be responsible for $331,402 of the total, and General Government will be responsible for the balance of $125,138. This amendment will bring the revised purchase order amount to $1,184,188. Funds are available in both General Government and Gainesville Regional Utilities budgets for this work.
Recommendation
The City Commission: 1) authorize issuance of the Sixth Amendment to the Environmental Consulting Technology, Inc., contract; and 2) approve amending the purchase order to Environmental Consulting Technology, Inc., to an amount not to exceed $1,184,188.
