Orders Pertaining to Building Permit Fees and Procedures for Hurricane Related Repairs (B)
Explanation
On September 7, 2004, the City Manager issued three orders pertaining to the building permit process for repairs resulting from damage caused by Hurricane Frances. These orders allowed the acceptance of registered contractor licenses from surrounding counties, waived building permit fees, and provided an exemption for certain minor repairs from the permitting process. These orders were issued under the authority granted by the Mayor's Executive Order Declaring A Local Emergency. On September 17, 2004, the City Manager extended these three orders until November 1, 2004. This extension was based on the State of Emergency Declaration Extension issued by the Mayor, which terminated on September 17, 2004. Alachua County issued similar orders for Hurricane Frances damage and these orders also extend to November 1, 2004.
Alachua County has issued new orders for building damage resulting from Hurricane Jeanne and also intends to extend these orders to November 1, 2004. The City Manager is no longer authorized to issue such orders as the Mayor's Declaration of Emergency for Hurricane Jeanne expired on October 2, 2004. The City Commission can authorize the City Manager to issue the special orders for building permit fees and procedures relative to the Hurricane Jeanne damage.

Recommendation
The City Commission authorize the City Manager to issue orders effective September 25, 2004 and terminating November 1, 2004 to accept registered contractor licenses from surrounding counties, waive building permit fees, and exempt from permitting certain minor repairs resulting from damage caused by Hurricane Jeanne.
