Land Use and Zoning changes for FAPS Gateway project (B)
Explanation
Several years ago the Fifth Avenue Pleasant Street Board approved a gateway plan that included crosswalk treatments on Northwest 3rd Avenue, Northwest 5th Avenue and Northwest 7th Avenue, at 6th Street, columns to be built at multiple locations and a farmers' market/stage area at the northeast corner of Northwest 6th Street and Northwest 5th Avenue. This project has been moving forward in three phases. Phase one includes the crosswalk treatment, Phase two includes the columns and Phase three includes the farmers' market/stage area. Preparations for Phase three have been on hold while the State and CSX were negotiating for the purchase of the property for the rail trail project.
The CRA heard this item at their January 22, 2002 meeting and approved with a 4-0-1 vote. At that time it was anticipated that CSX and the State would enter into an agreement on the 6th Street Rail Trail after the first of the year. Staff held the item in anticipation of that property transfer. However, Public Works now indicates that they are not sure when the transfer will occur and the Fifth Avenue Pleasant Street Advisory Board would like to move forward with the necessary land use and zoning changes required on City owned Parcels 14472, 14473 and 14474 so that a traditional farmers' market can be organized while waiting for this project to be built.

Recommendation
CRA to the City Commission: Request the City Commission to direct the City Plan Board to initiate a petition for a land use change from Mixed Use Low to Public Facilities and that the zoning be changed from MU1 to Public Service on City owned Parcels 14472, 14473 and 14474.
