Proposed Airport Legislation (B)
The City Commission referred to the Community Development Committee and Legislative Committee the issue of the Gainesville-Alachua County Regional Airport Authority's proposed legislative filing. The Committees have discussed the issue and are making a recommendation back to the City Commission.
Explanation
At the November 14, 2005 City Commission Meeting, the City Commission referred the issue of new proposed Airport legislation to the Community Development Committee and the Legislative Committee. On January 5, 2005 there was a joint meeting of the Community Development Committee, Audit & Finance Committee, and Legislative Committee. Eric Bredfelt, Economic Development Director, reviewed the draft preliminary analysis of the proposed Authority legislation with the Committees.
The Committees concluded that staff should continue working with the Airport Authority to work out issues. Some of the concerns from the Committees included: 1) ensuring that representatives on the Airport Authority be representative of the City and County; 2) assuring that representation is oriented toward local concerns such as Gainesville and its development; 3) better defining when emergencies warrant waiving the requirement for advertisement and the criteria for declaring an emergency; 4) commercial and tourist service center issues and competition issues; 5) that the receiver may enter and take possession of any of the Authority facilities for which the Authority is in default; and 6) regionalism, exclusive control issues, and land use and zoning issues.

Recommendation
The Community Development Committee and Legislative Committee recommend to the City Commission that they work with the Airport Authority to introduce a consensus bill for next year; and report back to the Community Development Committee in the near future.
