Regional Transit System ADA Services for Fiscal Year 02 (B)
Explanation
The RTS has contracted with the Local Community Transportation Coordinator (CTC) Intelitran for the provision of ADA Transportation Services. The rate per trip was $12 ($2 co-pay for rider and $10 from RTS) for FY 01. Intelitran notified RTS in late July that they had lost a significant amount of money providing ADA (Americans with Disabilities Act) Transportation and the trip rate would increase to $21.40 for FY 02 ($19.40 rate for RTS). RTS staff has analyzed several scenarios and have provided the following options for consideration:
Options:
1. Continue to contract with CTC for ADA transportation services at an estimated cost of $795,400 for FY 02.
2. RTS provide all ADA related transportation functions, including call taking, scheduler, trips and maintenance. This option requires additional staff, rolling stock, scheduling software and related hardware, telephone lines, office equipment, and office space. Total cost for first year approximately $900,000.
3. Contract with CTC for RTS to be a transit provider. RTS would contract with the CTC to provide call taking and scheduling service at a cost of approximately $126,000.00. RTS would be a contracted provider of transportation services with an estimated annual operating expense of $760,000.
Fiscal Note
FY 02 ADA budget is $450,000.00. An additional $332,000.00 is needed to meet anticipated level of service for ADA expenses.
Recommendation
The City Commission: 1) Hear a report from RTS staff regarding ADA service, contract options and funding options; and 2) take appropriate action.
