Additional Energy Delivery Automated Mapping/Facilities Management (AM/FM) Software Licenses (NB)
explanation
These additional ArcEditor software licenses are necessary to support the implementation of new electric distribution system design applications. The existing design methodologies, utilizing AutoCAD as the primary graphical design tool, inherently require the digitization of new facilities twice, once to develop the construction drawing and estimate components of the work order, and then again to enter the as-built facilities into the AM/FM database. The new design applications, with a one-time digitization of facilities within the AM/FM database, allow for initial design, estimate, and construction drawing generation directly from the AM/FM database, realizing significant efficiencies for the design and work order posting functions.
GRU’s AM/FM systems provide mapping and facilities management support for Energy Delivery, Water/Wastewater, and GRUCom facilities networks. These systems have been developed and consistently enhanced since 1992, when the City Commission authorized the first major purchase of the underlying ESRI suite of GIS software. The requested software is only available through ESRI.
GRU envisions the purchase of additional ESRI software licenses, to support deployment of AM/FM technology to operations field crews, during fiscal years 2005 and 2006. Total cost of these licenses will not exceed $65,000.
recommendation
The City Commission: 1) approve the issuance of purchase orders to Environmental Systems Research Institute, Inc. (ESRI) for the purchase of nine (9) ArcEditor software licenses in the amount of $56,735; and 2) approve the issuance of purchase orders to ESRI in fiscal years 2005 and 2006 for the purchase of additional licenses in an amount not to exceed $65,000, subject to the appropriation of funds.
