Update on Skateboard Park at Westside Park (B)
Explanation
At its May 28, 2002 meeting, the City Commission referred this item to the Recreation and Cultural Affairs (RCA) Committee. The RCA Committee met on June 18, 2002 with staff and concerned citizens to discuss possible skateboard options at Westside Park. Following the Committee meeting, public forums were held on July 10th and July 24th to address such issues as design, construction plans, implementation and maintenance for the proposed skateboard park.
This plan was presented to the RCA Committee at it's August 20, 2002 meeting. The Committee endorsed the proposed design plan and will present it for review at a First Step meeting on September 4, 2002. The cost for this project is estimated to be $20,000. Staff recommends that the funds for the construction be taken from the monies set aside for the Depot Skate Park project, with the understanding that if the project exceeds this amount, the City Commission may need to designate funding from another source. The Westminster Presbyterian Church has also pledged to help raise funds for this project. To date, they have raised $500 towards the cost.
Construction and maintenance agreements will be established between the City and user groups, as the user groups will be responsible for maintaining the skateboard structures. In addition, Rules of Use for the skate park will be established and Risk Management issues addressed.
Fiscal Note
Utilize up to $20,000 from the Depot Skate Park project for the construction of the Westside Park Skate Park.
Recommendation
The City Commission: 1) review the designs and plans for the construction for a skateboard park at Westside Park; 2) approve the transfer of $20,000 from the Depot Skate Park project to this project for construction; 3) authorize the City Manager or his designee to develop usage agreements with the User Group(s) for the construction and maintenance of the Westside...
