recommendation
(1) Accept Karen Johnson's resignation as General Manager effective March 2, 2008, understanding that she will be employed as Advisor to the General Manager for the period March 3, 2008 through June 30, 2008; (2) amend Personnel Policy 8 to provide for PTO accrual of 10.47 hours per pay period, with a carryover cap of 372 hours and PCLB accrual of 80 hours per pay period for the position of Advisor to the General Manager for the period of time March 3, 2008 through June 30, 2008.

explanation
Part of the negotiations/discussions surrounding the employment of Mr. Robert Hunzinger as the new General Manager of Utilities involved arranging for the continued services of Ms. Karen Johnson in an advisory capacity for a limited period of time after Mr. Hunzinger became General Manager. This concept is in fact recognized in Ms. Johnson's current General Manager Employment Agreement. The discussions contemplated approximately two months' full-time, on-site assistance and availability during the approximately two months' vacation due Ms. Johnson.

In order to meet notice requirements under Ms. Johnson's existing Employment Contact, and provide for her availability to assist the new General Manager during his initial months of employment, the following arrangement has been discussed. First, the City Commission and Ms. Johnson would agree that she would resign from the position of General Manager of Utilities effective March 2, 2008. Since the City Commission can only directly employ Charter Officers, Ms. Johnson will be working for the General Manager of Utilities as a regular City employee, albeit in a temporary classification. In order to effectuate the foregoing, a temporary job description will be prepared for the "Advisor to the General Manager" position, to which position Ms. Johnson would be appointed simultaneously with the effective date of her resignation from ...
