Explanation
For several years the City has provided aircraft rescue and fire fighting services to the Gainesville-Alachua County Regional Airport Authority (GACRAA) on a contractual basis. The contract allows GACRAA to determine the number of firefighters stationed at the Airport. Previously, GACRAA has requested that two firefighters be on duty but reduced this number to one in the 1998-99 budget. On a temporary basis GACRAA agreed to pay for the second firefighter until January 1, 1999, and requested that the City staff work with GACRAA staff to develop an alternative proposal.
Fiscal Note
On an annual basis under the terms of the recommended staffing arrangement, the City's cost for providing fire services at the Airport will be reduced by $42,000.00. After allowing for this reduction in cost and subtracting the revised GACRAA payments of $318,107.00 the shortfall to the general fund will be $25,841.00. The recommendation includes covering $17,192.00 of this deficit from the Commission contingency for 1998-99.
Recommendation
The City Commission authorize the City Manager to enter into a revised services agreement with GACRAA to provide two firefighters on an 18-hour per day staffing schedule who would provide some grass mowing services. Also, to enter into the appropriate contractual agreements with the IAFF to reflect these changes in operational procedures. Appropriate $17,192.00 from the City Commission contingency for 1998-99.
