Low-income Energy Efficiency (LEEP) Program (B)
Explanation
The City Commission approved a LEEP Budget of $456,000 for FY14 to improve the efficiency of 120 low-income homes.  Additionally, the LEEP Program was presented and discussed briefly as part of referral item #120686 to the Regional Utilities Committee on October 9. GRU proposes to provide in more detail an overview of the LEEP Program and its yearend results for FY14.  
 
The Program began as a pilot in 2006 with a goal of improving 40 homes. Now, eight years later, LEEP has expanded to 124 homes.  As of the Program's inception, LEEP has assisted 1235 low-income homeowners with energy efficient upgrades to reduce their consumption.  Recently, the LEEP Program was honored with The Florida Municipal Electric Association's 2014 Community Service Award for its continued success and involvement in enhancing its customers' quality of life.           
 
Fiscal Note
The average cost for repairs is $3800 per home.  Although the goal for LEEP consisted of improving 120 homes on a $456,000 budget, GRU was able to improve 133 homes.  
 
Recommendation:
The Regional Utilities Committee receive a brief presentation from staff on the Low-income Energy Efficiency Program (LEEP) and a summary of results for FY14.
