Purchase Orders for Grounds Maintenance (B)
Explanation
Grounds maintenance is required for GRU facilities for routine landscape maintenance, including service for lawn, shrub and plant bed maintenance, fertilization, mulching, pruning, weed control and other and related services. Due to the high visibility of these facilities to the public, the requirements for these locations have been enhanced to improve the service level and overall aesthetic appearance of these sites. The Springhills Service Center and the majority of the 5th Avenue Compound have been re-landscaped in the last two years for the purpose of improving the facility's overall appearance.
Of the thirteen Invitations to Bid sent, eight companies attended the mandatory pre-bid meeting and walk through. Nine bids were received, including two no bids. Three bids were determined to be nonresponsive because they did not meet the material requirements of the Invitation to Bid. A bid tabulation is attached for your reference.
Ragin Lawn Services, a minority-owned business, had the lowest overall pricing for the facilities.
Recommendations
The City Commission authorize the General Manager, or his designee, to execute a three year contract with Ragin Lawn Services for grounds maintenance for the 5th Avenue Compound (excluding the GRU Administration Building), Electric System Control and Springhills Service Center, subject to the approval of the City Attorney, and approve the issuance of a purchase orders in amounts not exceeding budgeted amounts.
Fiscal Note
Funds for these services have been included in the FY 2001 Utilities budget in the amount of $30,600 and will be requested in the FY 2002 and 2003 budgets.
