Title

Amendment to Personnel Policy: Policy 12, Military Leave.  (B)

Explanation

Florida law requires that the City give full pay to any employee called to active military duty for the first thirty (30) days of any such absence.  Staff recommends that City of Gainesville Policy 12, Military Leave, be amended to allow the City to supplement an employee's military pay after the 30 days by an amount not to exceed the employee's regular base pay, (i.e., no overtime, certification pay, educational incentive pay or special duty pay, etc.), for those employees called to active military duty.  This amendment also allows the City of Gainesville to continue City health and basic life insurance coverage for employees called to active military duty at the same rates as for active employees.  This amendment becomes retroactively effective on October 1, 2001, and shall be repealed on October 1, 2002, unless renewed by commission action.  The City Commission approved a similar benefit with six month duration in 1990-91 during the Gulf War.  The City has the potential for 22 current employees to be called to active duty.  To date three employees have been called.

Fiscal Note

Funds are currently budgeted for the Fiscal year 2001-2002 in the individual departments of General Government and GRU.

Recommendations

The City Commission ratify the amendment to City of Gainesville Policy 12, Military Leave.
