City Commission Information Request - GRU Voting Question - Florida Municipal Power Agency (FMPA) Participation in the Progress Energy Florida Proposed Levy Nuclear Project (B)
Staff is providing information pertaining to comments received at the April 2, 2009 City Commission meeting.
Explanation
There was a brief discussion at the April 2, 2009 City Commission meeting concerning GRU voting rights as a member of FMPA, specifically related to the proposed Levy nuclear project. GRU staff had previously discontinued participation in the non-majority owner's group relative to the project in September, 2008.
It is expected the question will come to vote in the near future at an FMPA board meeting regarding whether or not FMPA should continue participation (and be financially obligated from that point forward) in the proposed Levy project.
GRU staff inquired with FMPA relative to the voting rights question and received the following: (Reference the 4/6/09 email from Sue Utley of FMPA contained in the backup).
GRU is a non-purchasing FMPA member and as such holds a seat on the FMPA Board of Directors. The fifteen FMPA purchasing member cities, also known as All-Requirements Project participants are FMPA Board members, as well as members of the FMPA Executive Committee. Only these Executive Committee member cities will be voting on whether or not to participate in the Levy project. As a non-purchasing member, GRU is not a member of the FMPA Executive Committee.
Recommendations
The City Commission be made aware of GRU voting rights as a non-purchasing member of FMPA relative to the Levy nuclear project.
