Cedar Grove II Development Update
Explanation
On May 13, 1996, the City Commission approved the Cedar Grove II Conceptual Development Plan. Staff will report on the status of the development and marketing activities of the Cedar Grove II Development.
The City solicited proposal from 25 architectural firms for consulting services with the inclusion of the ability to provide architectural services in conjunction with the consulting. Four firms submitted proposals. After reviewing the materials submitted and listening to oral presentations, the Cedar Grove II Design Committee has ranked the firms as follows: 1) Fugleberg Koch Architects, Inc.; 2) Karl Thorne Associates; 3) Morgan Stressing Associates; and 4) Coleman, Davis & Pellett, A Joint Venture.
Fiscal Note
The City will use CDBG, HOME, State Housing Initiatives Partnership and Affordable Housing Programs funds (if awarded) for professional services, construction, downpayment assistance and subsidies for this development. Land will be donated to the homebuyers as equity.
Recommendation
The City Commission: 1) hear an update from staff on the progress of the development plans for Cedar Grove II; 2) approve the ranking of the top four firms proposing to provide architectural services to the City for Cedar Grove II plus additional services as requested; and 3) authorize the City Manager or his designee to negotiate and execute an agreement beginning with the top ranked firm and proceeding to the next ranked firm only if an acceptable agreement cannot be reached with the preceding firm. This agreement will be for a period of two years to September 30, 1998 with one two year extension possible, subject to the approval of the City Attorney as to form and legality.
