Explanation
On February 8, 1999, the City Commission requested a report on installing lights at Roper Park. Representatives from GRU, Building Maintenance and the Parks Division examined the site and came up with recommendations. Input was received from the Duckpond Neighborhood Association meeting of April 29, 1999 and the Historic Preservation Board on May 4, 1999. The boards approved the recommended fixtures as 10 foot decorative concrete fluted poles with high-pressure sodium lamps at locations for public streetlights including one at the north end of the middle circle, one at the south end of the middle circle and one near each corner of the property.

There are three possible scenarios for renting or purchasing the lights from GRU based on their 10-year contract period. In each of the scenarios below, the Parks and Building Maintenance staff would do the preparatory work, and GRU would install the lights and the initial material cost would be approximately $500 which is factored in each total below.

1. Rental Lights - If GRU installs, maintains and repairs all lights on an as needed basis, the cost will be $1,954 per year or $19,940 for 10 years. Electric cost is factored into the rental fee.

2. Purchase Lights - If GRU maintains and repairs just the lights and photocells on an as needed basis, the cost would be $7,200 for the purchase, $1,200 for the installation, $500 for the materials, $74 yearly electric and $360 ballast cost per year for an average of $1,324 per year and $13,242 for 10 years.

3. Purchase Lights and Own System - If the City owns the entire system and GRU maintains on a time and material cost basis, the cost would be $7,200 for the purchase, $1,200 for the installation, $500 for materials, $220 for electric and $1,080 for ballast and luminaire replacement will average $2,190 per year or $21,900 for 10 years.
