Bicycle Master Plan (B)
Explanation
On November 23, 1999, the Bicycle/Pedestrian Advisory Board (BPAB) sent a letter to the City Commission, County Commission, and Metropolitan Planning Organization (MTPO) proposing a joint-funding approach to the development of a Bicycle Master Plan. Additionally, the BPAB recommended that the Florida Department of Transportation (FDOT) include the proposed Bicycle Master Plan as a funded project in FDOT's Tentative Five-Year Work Program for Fiscal Years 2000/2001 to 2004/2005.
As a result of discussions regarding this Bicycle Master Plan in the MTPO forum, a preliminary scope of services and funding proposal has been developed for a county-wide bicycle planning initiative. The total cost of the plan is $74,250. The FDOT has agreed to fund 50% ($37,125) if local funds are provided for the remaining 50%. The remaining 50% will be shared equally between City, County, and the MTPO. The City of Gainesville's funding commitment would be $12,375 that should be made available no later than April 1, 2000.
On January 20, 2000, the MTPO approved the preliminary scope of services, proposed funding strategy, and a project schedule to complement the MTPO Long-Range Transportation Plan update such that tasks one through four can be completed in May and tasks five and six can be completed in the fall of 2000.

City Commission Contingency Funds are needed for this project.
Recommendation
The City Commission: 1) authorize the City Manager to execute any documents required to secure joint funding of a countywide Bicycle Master Plan, subject to approval by the City Attorney as to form and legality; and 2) appropriate funds in the amount of $12,375 in the current fiscal year from the City Commission Contingency Fund as part of a shared local match to FDOT.
