Explanation
As part of the new installation for the combined cycle repowering of JRK Unit 8 a Heat Recovery Steam Generator must be purchased. On April 21,1999 invitations to bid were sent to the five manufacturers of this type of equipment. Three bids, (Deltak, Aalborg, ATS) were received on May 21,1999. A no bid response was obtained from Nooter/Erikson and Vogt-NEM, Inc. All of the bids received were evaluated. A tabulation of the bid is attached for your review.
Staff and Burns and McDonnell Inc. have completed an evaluation of the bids and have determined the bid submitted by ATS, Inc. to be the lowest evaluated cost. Staff recommends the Commission approve the negotiation of a contract and issuance of a purchase order to Applied Thermal Systems, Inc in an amount not to exceed $8,500,000.00.
Recommendations
The City Commission authorize the General Manager or designee to negotiate a contract with Applied Thermal Systems, Inc.(ATS) for the purchase of an HRSG in an amount not to exceed $8,500,000.00.
Fiscal Note
Funds for these services have been included in the proposed FY 98/99 Energy Supply budget.
