City of Gainesville Updated Citizen Participation Plan (B)
This item involves a request for the City Commission to approve the submission of an update of the City's Citizen Participation Plan to the U. S. Department of Housing & Urban Development (HUD) for approval. The purpose of the Citizen Participation Plan (Plan) is to encourage citizen input, particularly for the City's low-to-moderate income persons on the various community development programs and services that are funded by HUD and designed to benefit Gainesville's low-to-moderate individuals and neighborhoods.
Explanation
The intent of the Citizen Participation Plan is to provide citizens with a better understanding of their role in the process and the steps they can take to become more active in all aspects of the City's Community Development Programs. This Plan is being updated to reflect the various Community Development Programs that the City is administering and to incorporate program funds which the City may apply for in the future. A public hearing was held on November 17, 2009 with the Citizen Advisory Committee for Community Development (CACCD) to provide an opportunity for citizen comments on the proposed updated Plan. Additionally, a notice of the proposed Plan was published in the Gainesville Sun newspaper on November 2, 2009 for public comments on the Plan. A copy of the proposed updated Plan is on file in the Housing & Community Development Division.

Recommendation
The City Commission: 1) approve the City of Gainesville updated Citizen Participation Plan; and 2) authorize the City Manager or his designee to submit the updated Citizen Participation Plan to HUD for approval, subject to review and approval by the City Attorney, as to form and legality.
