Amendment to the City of Gainesville's 2008 State Legislative Agenda (B)
Explanation
City of Gainesville staff suggests that the City's 2008 State Legislative Agenda be amended to include a policy initiative titled, "Annexation of Enclaves Through Interlocal Service Boundary Agreements." This initiative would request the Alachua County State Legislative Delegation support legislation that would amend the Alachua County Boundary Adjustment Act (BAA) to include provisions set forth in 171.20 - 171.212 F.S. titled, "Interlocal Service Boundary Agreements."
Following City Commission approval to include the aforementioned policy initiative in the City's 2008 Legislative Agenda, staff would consult Alachua County and the municipalities within Alachua County to determine their support for such a change to the BAA. Staff would then work with the Alachua County State Legislative Delegation members to sponsor and support legislation to amend the BAA.

Recommendation
The City Commission: 1) Approve the inclusion of the policy initiative titled, "Annexation of Enclaves Through Interlocal Service Boundary Agreements," in the City of Gainesville's 2008 State Legislative Agenda; 2) Direct City staff to consult with Alachua County and the municipalities within Alachua County regarding an agreeable amendment to the BAA following provisions set forth in 171.20 - 171.212 F.S.; and 3) Work with the Alachua County State Legislative Delegation to gain sponsorship and support for legislation to amend the BAA to include a provision for Interlocal Service Boundary Agreements.
