This item is a referral to the Recreation, Cultural Affairs and Public Works Committee regarding the benefits of playing soothing music in public places, particularly at the Bo Diddley Community Plaza and the Rosa Parks Transfer Station.
Explanation
Commissioner Thomas Hawkins brought this item forward at the Oct 6, 2011 City Commission meeting after a trip to Eugene, Oregon in which he was made aware of the benefits of music being played in public places. Parks, Recreation and Cultural Affairs (PRCA) staff will provide a PowerPoint presentation on the effects of playing music in public places both in Eugene, Oregon and other locations.
Fiscal Impact
PRCA currently does not have funds budgeted to provide for music in public places. Equipment to provide such a service could range from approximately $500 or more, depending on types and quantities of equipment that may be purchased. The City currently renews annual music licensing rights so no additional licensing costs would be incurred.
Recommendation
The Recreation, Cultural Affairs and Public Works Committee: 1) hear a presentation by staff; and 2) provide staff with direction.
