Charter Officers' Annual Performance Evaluations for the Past Fiscal Year ending September 30, 2009 (B)

Explanation
The City Commission evaluates the Performance of the Charter Officers on an annual basis. This review covers the last fiscal year, ending September 30, 2009. Each Charter Officer has provided a report to the City Commission on the accomplishments of his areas of responsibility and other supporting documentation.

Each year the Human Resources Department provides market pay data collected for each position in anticipation of the Charter Officers' evaluations. Because of the current economic climate, the data gathered in January 2009, has been provided with no update in 2010. In the future, it is recommended that Charter Officer compensation be reviewed as part of the periodic comprehensive management pay study performed by Human Resources.

During this same review period, the average pay increase for all other City employees was 2.21%. This average pay increase percentage includes: 1) 2007 FOP and 2008 IAFF DC contracts currently in effect; 2) the recently negotiated ATU contract with 1% pay increases; and, 3) MAPS group which received 1%. This does not include CWA and IAFF contracts which are still under negotiation. The CPI for the Gainesville area as measured by "All Urban Consumers, Southern Region, all items" was -1.7%.

In order for the Charter Officers' pay increases to be effective at the same time as other City employees, any pay increases would be effective on January 11, 2010. Since this would be a transitional year for the new effective date, pay increases would be prorated relative to the anniversary dates used last year for each Charter Officer: City Manager, September 6; General Manager, March 3; City Attorney, October 28; City Auditor, November 8; EO Director, October 28; and Clerk of the Commission, December 1.
