Explanation
A "Call for Artists" was issued in October 1999 for an Art in Public Places project for the new Technology Enterprise Center of Gainesville/Alachua County (Also referred to as GTEC). On February 14, 2000, the City Commission accepted the ranking recommendation of the APPT for the top three artists. First-ranked Artist Tim Curtis' design for a three-dimensional hanging sculpture was selected. The work was to be suspended from the ceiling of the first-floor lobby, and a recommendation was made that the artist work closely with Architect Paul Stressing to insure that the art was coordinated with the space designated for installation.

On January 9, 2001, Building Inspections staff determined that the space designated for the work is considered an enclosed stairwell and the proposed artwork would be a potential impediment to the emergency exit. The art is suspended from the ceiling by fibers that could burn during a fire and pieces of art could fall on people exiting the building.

The GTEC artist was notified of this change, and asked to submit an alternate design that could be affixed to a wall. Mr. Curtis provided slides of a two-dimensional piece for review by the APPT at their meeting of March 7, 2001. The Trust did not approve the work, but agreed that everything possible should be done to honor the contract with the artist, and asked that further designs be offered for consideration. Mr. Curtis made a new proposal to the Art in Public Places Trust on April 4, 2001.

Fiscal Note
A contract was written with Mr. Curtis, and first payment of $4,000 was made upon execution on August 7, 2000, as agreed. Of the original $10,000 committed to this project, a balance of $6,000 remains encumbered in a Purchase Order for Mr. Curtis.
