Explanation

Cellular phones have proven to be very useful to employees in the performance of their jobs and have increased communication and productivity.  A request for proposal (RFP) for cellular phone service was prepared and 51 vendors were notified of the solicitation with 19 firms requesting the bid documents.  Three proposals were received for evaluation.  The RFP provided for an initial contract which will expire September 30, 2002 with the option of up to three one year extensions provided that the service is satisfactory.  After reviewing area coverage, cost, additional options and features offered, and references, the evaluation team is recommending award to U.S. Cellular.  By utilizing a pooled minutes plan, it is anticipated that savings to the City will be 35-40% over the current arrangement.

Fiscal Note

Funds for cellular phone services are in each departmental budget.

Recommendation

The City Commission: 1) approve the selection of U.S. Cellular; and 2) authorize the City Manager or his designee to execute the contract subject to the approval of the City Attorney as to form and legality.
