This item involves an informational presentation on the proposed Florida Constitutional Amendment 4 which will appear on the ballot in November, 2010.
Explanation
Amendment 4 is a proposed amendment to the Florida Constitution that voters will consider in the general election to be held on November 2, 2010. The proposed amendment, sometimes known as "Hometown Democracy," will be listed as the fourth constitutional amendment on the ballot and will bear the title: "Referenda Required for Adoption and Amendment of Local Government Comprehensive Land Use Plans." If Amendment 4 is approved, local government comprehensive plans and comprehensive plan amendments will be subject to approval by both the governing body and the voters of the local government having jurisdiction.
In an effort to provide the City Commission with an overview of Amendment 4, staff has attempted to provide input from representatives on both sides of the issue. The Commission heard the con case from the Florida League of Cities at the last regular City Commission meeting. At this meeting, a representative of the local Sierra Club will provide the pro side of the issue.

Recommendation
The City Commission: 1) hear a presentation regarding Amendment 4; and, 2) direct questions as deemed appropriate.
